According to Article I, §8 of the United States Constitution, Congress has the power to "[t]o promote the progress of science and useful arts, by securing for limited times to authors and inventors the exclusive right to their respective writings and discoveries." This is known as the patent and copyright clause of the US Constitution, and basically expresses Congress's exclusive power over the law of copyrights.
